A bill-credit plan advertises a low average price that depends on your monthly usage landing inside a particular window — typically by crediting a lump sum if you use, say, more than 1,000 kWh in a month. Use a little less and the credit vanishes, and the price you actually pay can be far higher than the one you compared on.
That is not a hidden fee and it is not illegal; it is disclosed on the Electricity Facts Label. It simply makes the headline number meaningless as a comparison, because it describes one usage level rather than your bill.
